In 1988, Chavez was recruited into the CIA’s Special Activities Division by Edgar Jeffries. Under the leadership of John Clark, he became part of CAPER, a black ops team tasked with battling the Medellín Cartel in Colombia. This mission introduced him to Clark, who later became both a mentor and father figure. After CAPER’s exposure, Chavez was rescued by Jack Ryan and Clark. He eventually married Clark’s daughter, Patricia.

During the 1990s, Chavez took part in high-profile operations, including preventing political scandals, aiding international rescues, and helping Clark implement “Plan Blue.” This plan brought together skilled officers from around the world and laid the foundation for the creation of RAINBOW in 1999.

His first major mission took place in London in 2000, where RAINBOW neutralized terrorists at the Belgian Embassy. Over the following years, Chavez led operations across Europe, Africa, and South America.

  • Rescuing Dr. Catherine Winston in Congo after rebels captured her.

  • Stopping the Phoenix Group from detonating explosives on a North Sea oil rig.

  • Disrupting terrorist activities in Spain, Hungary, and the United States.

In 2001, Chavez undertook a solo mission in Solhiea, Norway, where he rescued an informant named Xander Thiessan and dismantled a weapons smuggling network. Later that year, in Rogue Spear, Chavez and RAINBOW confronted global terrorist threats involving nuclear weapons. Their operations ranged from hostage rescues to dismantling bomb-manufacturing facilities, ultimately stopping major attacks planned by Samed Vezirzade and Maxim Kutkin.

Later Operations

Chavez continued to lead RAINBOW through multiple global crises. In Black Thorn (2004), he stopped an ex-SAS operative recreating past terrorist attacks. In Raven Shield (2005), he exposed Nikola Gospić’s plan to revive fascism using chemical weapons. He later prevented warheads from launching in Black Arrow (2008) and stopped the spread of the Legion virus in Lockdown (2009).

In Critical Hour (2010), John Clark stepped down as director of RAINBOW, promoting Chavez to the role of Six. This marked a new chapter in his career, making him the operational head of the unit.

Vegas and Beyond

In Rainbow Six: Vegas (2010), Chavez oversaw missions during the hunt for terrorist leader Irena Morales. Despite setbacks, his leadership guided RAINBOW through the Las Vegas attacks and the betrayal of Gabriel Nowak. By the end, Chavez appointed Bishop as deputy director, preparing the next generation of leaders. When RAINBOW was later disbanded in 2012, Chavez’s fate was left uncertain. In an alternate storyline, he continued as director into 2019.
